Monetary Policy Committee (MPC) member, Adam Posen, recommended last week that more stimulus be pumped into the economy to avoid a Japan-style lost decade. In stark contrast, hawk Andrew Sentance still argues that no further stimulus is needed… and then you have all the other MPC members somewhere in the middle.Ian Harnett, a European Strategist from Absolute Strategy Research, says the split within the MPC highlights a deep uncertainty at the heart of monetary policy, and this is one of the things holding back the markets. According to Harnett, over the next three months, policymakers on both sides of the Atlantic will seek to create a greater certainty about the framework used to solve internal and external debate. If more of a definition on normalisation were to be introduced (what policy makers actually are looking for), then chances are it could accommodate views by both Sentance and Posen. Harnett points out there seems to be a nominal GDP target (early last year, Bank of England (BoE) Deputy Governor Charlie Bean spoke about getting nominal GDP over five per cent), and an implicit unemployment target, but he thinks it’s apparent that the BoE isn’t looking at inflation at all at the moment. In other words, the BoE hasn’t recapitalised the capital markets to get bankers rich; it has done so to get people back to work.For the remainder of the year, and once we get more clarity on monetary policy, Harnett thinks we’ll see the FTSE 100 taking on its April peaks of around 5,800. He says we’re still in an environment where you want to re-risk rather than de-risk, and he recommends maintaining a cyclical bias with industrials beating retail stocks, and banks beating pharmaceuticals.Maurice Pomery, CEO of Strategic Alpha Limited, thinks the split at the BoE is similar to what is seen at other central banks, and says it is important for central banks to be much more global in their views. Pomery says that Posen and BoE Governor Mervyn King are definitely aware of the global implications of the financial markets and that global considerations should be at the forefront of their thoughts when they look at where rates should be in this country.Louisa Bojesen co-anchors European Closing Bell weekdays on CNBC. first_img AT A GLANCE: FINANCE BILL Thursday 9 December 2010 9:08 pm PENSIONS– The existing effective obligation for members of a defined contribution pension scheme to purchase an annuity by age 75 is to be abolished, creating an increased flexibility.– In order to ensure that increased flexibility doesn’t lead to pension funds being exhausted with the recipients being forced to fall back on support from the state, the draft legislation also introduces a limit on direct draw downs set at 100 per cent of the equivalent annuity in most cases. – To exceed this limit, individuals will need to demonstrate lifetime pension income of at least £20,000 per year.FURNISHED HOLIDAY LETTINGS – The special UK favourable tax rates for furnished holiday lettings will now be made compatible with EU requirements by expanding it to apply to properties in both the European Economic Area and the UK. – But the minimum letting periods for properties to qualify are being increased. SMALL COMPANY TAX– Existing anti-avoidance legislation used to restrict the use of the lower rate of corporation tax for small companies in cases where the taxpaying company has “associated companies” will be replaced with a clearer purpose-based rule.– The rules are widely drafted so that an individual’s company will often be regarded as associated with any companies owned by other members of their immediate family, increasing the applicable rate of tax. – Changes included in today’s draft legislation are designed to relax the rules so as to only catch situations where substantial commercial interdependence exists.FOREIGN PROFIT TAXATION– The draft legislation sets out interim measures as part of the government’s ongoing project to reform the taxation of foreign profits for companies. – The changes currently proposed widen the exemptions from the controlled foreigncompany (CFC) regime and provide a permanent “opt-in” exemption from UK tax on the profits of a company’s overseas branches.CORPORATE CAPITAL GAINS– Consultation to simplify the taxation of companies’ chargeable gains when they buy and sell assets. – Simplification of the highly complex rules governing the use of capital losses in situations where the ownership of a company changes. – In particular, certain restrictions on the use of losses realised after the change in ownership are to be removed.– Simplification of the “value shifting” rules in an attempt to restrict their application to cases of genuine avoidance.– Simplification of the “degrouping charge” rules so as to reduce the number of cases in which a sale of shares in a company which is itself tax free by virtue of the substantial shareholding exemption (SSE) nonetheless crystallises a tax liability in the form of a degrouping charge.CORPORATE TAX ANTI-AVOIDANCE RULE– New targeted anti-avoidance provisions in other areas of corporation tax to target cases of perceived abuse, particularly in relation to financial instruments. A study has been put in place to look at this to be completed by 31 October 2011.ALCOHOL– New rates of duty applying to high-strength – 7.5 per cent alcohol by volume (abv) and above – and low-strength – 2.8 per cent abv and below beers as part of the government’s drive to discourage consumption of higher strength products.BANK LEVY– The levy on banks’ balance sheets will be 0.05 per cent, rather than 0.04 per cent for 2011 as announced previously. It will rise to 0.075 per cent in 2012, rather than the 0.07 per cent announced previously.DISGUISED REMUNERATION– Legislation will be introduced to ensure that income tax and national insurance contributions on employment income ar not avoided or deferred through the use of trusts or similar vehicles affecting 50,000 employees and bringing in up to £500m a year. Get prepared for hurricane season

From high winds to tornadoes and flooding, hurricanes can present a variety of severe weather. It is important to be aware of these weather threats and risks as well as to do your part in preparing yourself and families for this as well as community neighbors.Before, during, and after severe weather, Orange County along with other local organizations work to protect the community and keep things functioning. Orange County is able to help citizens to stay informed with Emergency Communication. Orange County can warn citizens about storms and hurricanes through television, radio, phone calls, text messages, and emails. Take the warnings seriously rather than waiting until it could be too late to get prepared. Orange County Emergency Debris Removal sends out crews as soon as it is safe to clear trees and other debris from public roads. Orange County Emergency Response Team is designed to handle large-scale incidents requiring a response by multiple members of the agency. County professionals are trained to provide manpower and support during search and recovery operations. For emergencies during a storm, call 911, but depending on conditions there could be delays in getting help. For non-emergency needs, call 311 for any information, questions, concerns, or to report damages or power outages. Let professionals handle needs during storms and stay off the roads to avoid more incidents and keep pathways clear of those that do not need to be on roads so that emergency and clean-up crews can safely and timely make it out to get things back to order.Hurricane season brings in serious problems such as power outages. If you want to be prepared, check this article here from Survivors Fortress. Orange County Commissioner     Bryan NelsonIn planning ahead, some advised things to do are such as to create a family emergency communication plan (a meeting spot perhaps and knowing important family and general emergency phone numbers to contact), prepare a disaster supply kit, know the local hurricane evacuation route and shelter locations, and protect your home. Some suggested items for a disaster supply kit (suggested by the National Hurricane Center – http://www.nhc.noaa.gov/prepare/ready.php as well as https://www.ready.gov/kit) are water (one gallon for each person for at least three days to be used both drinking and sanitation), food (a supply of non-perishable food for at least three days), a battery-powered or hand-crank radio and a NOAA Weather Radio with tone alert and extra batteries for both, a flashlight and extra batteries, first aid kit, whistle to signal for help, wrench or pliers to turn off utilities, manual can opener for food, local maps, and a cell phone with (portable) chargers, inverter or solar charger. Be sure to not only have a preparedness plan for your family but also for your pets. Stock up early on items that you will need. Do not wait until the last minute and risk not getting necessary items in time. A lot of people go out shopping right before storms so it is likely that stores may run low on popular items.In preparing for approaching severe weather, and specifically in preparing your home to be protected, be sure that you take inside any yard toys or furniture that could easily blow around in the high winds go through a window or do other damage. Also, protect and reinforce windows to decrease the likelihood of them being broken or damaged. In severe weather, anything may become a projectile and hence do damage, so do not only protect yourself but also protect your neighbors when you protect yourself and vice versa as items from your property may blow onto theirs. Exchange contact information with neighbors and know if and who will be home during the severe weather to check on each other throughout the storm. In the case of if a tornado pops up, know where the safest and nearest place to take shelter is and have backup plans. Try to go to a low and inner room of a building away from windows should a tornado become a nearby weather threat. Do not go outside or return to your home if you evacuate until authorities have clearly marked things as safe and the storm has completely passed.Children may feel anxious or nervous about the severe weather, so families can make the best of waiting it out to enjoy some time together playing card games or other fun activities to calm and distract the minds of all. Be sure any bonding activities to pass the time are indoors in safe locations, though.For more details, go here. West Virginia broke the shutout in the 31st minute off of a corner kick. Freshman goalkeeper Emily Alvarado made a diving save on a ball that ricocheted out of play setting up the corner kick. West Virginia’s defender Bianca St. Georges’ cross was played perfectly to midfielder Alli Magaletta who headed in the first goal of the match.The Frogs were able to gain momentum in the late stages of the half as the girls tried to even the match. Freshman midfielder Yazmeen Ryan had quality runs down the field and was able to fire a shot from distance that barely went wide of the goal.The Frogs carried their momentum from the end of the half into the second half, coming out with a spark. The best chance in the half came in the early stages off a corner kick. The cross found junior forward McKenzie Oliver at the top of the penalty box, but her shot sailed high over the goal.Head coach Eric Bell was proud of the momentum the team brought out in the second half, but disappointed that the team couldn’t continue their strong play over the entire match.From that point, West Virginia returned to their play early in the match, dominating the action. The Mountaineers were able to net an insurance goalie the 71st minute off a penalty kick. Forward Michaela Abam’s shot glazed the inside of the post and found the back of the net to give the Mountaineers a two goal lead.Following the match, Bell praised West Virginia’s quality play, but also demanded to see more effort from his team.“I credit West Virginia,” Bell said. “They did a good job. We didn’t bring our best effort. Against a team like them, we have to bring our A-game to give ourselves a chance to win. We took a couple steps back and that’s the result we get.”The Frogs were outshot for the fifth time this season; they allowed a second half goal for just the second time this season. The loss marked just the third time the Frogs have been blanked on the scoreboard this year.The Frogs fall to 11-5-1 overall and 5-2-1 in Big 12 play following the loss to the Mountaineers. The Frogs will conclude the regular season Friday night when they host the visiting Baylor Bears at Garvey-Rosenthal.
