But do it elsewhere.”D’Anna is just one of the many Two River-area residents who applauded a new state law signed by Gov. Phil Murphy last week that will ban smoking and vaping on all public beaches and parks across New Jersey. It’s set to go into effect in January 2019.Alongside other state officials in Long Branch July 20, Murphy said the law is designed to address public health issues and environmental concerns. “The Jersey Shore has always been one of the state’s, and indeed our nation’s, great natural treasures and a place for families,” said Murphy. “Today, we’re only strengthening our commitment to the Shore.”The bill is an extension of the New Jersey Smoke-Free Air Act of 2006 which prohibited smoking at any indoor public space or workplace. Smokers will no longer be allowed to light up on any municipal, county or state beach, park or forest.First-time offenders could be fined $250. A second offense may cost $500 and any subsequent time after that can cost $1,000.Municipalities and counties, however, can use local legislation to set up a designated smoking area not exceeding 15 percent of the beach. While there is some leeway designed in the law, it’s still a win for “fish and families,” said Cindy Zipf, executive director of Clean Ocean Action. Her organization conducts two beach sweeps annually and removed over 29,000 cigarette filters, 7,000 cigar tips, 1,100 lighters and 1,000 cigarette packs from nature just last year.“A lot of people just view their world as an ashtray,” Zipf told The Two River Times this week. “But no longer is the beach going to be one.”Some areas would be exempt from this legislation. The private beach clubs lining Ocean Avenue in Sea Bright wouldn’t have to adhere, said Zipf. It would be up to the individual club to put a ban in.“It would be interesting to see if this would be a way for them to choose to either take part or not,” Zipf said of the beach clubs. “This is a step in the right direction.” The same goes for national parks, like Gateway National Recreation Area where Sandy Hook is located. Guidelines dictated by the National Park Service only prohibit smoking within 25 feet of and inside any enclosed structure, as well as inside government-owned cars and boats.Some beachgoers who spent the afternoon in Sea Bright this week were receptive to the new legislation, like Doug Rice, 62, of Rumson.“No matter where you are, somebody’s going to be down-wind,” he said, before hopping back on his bicycle. “The other (bad) thing is the butts that go in the sand all the time.”Mel Martens, who was working a shift at Giglio’s Bait & Tackle, welcomed the ban.“Being a former smoker and knowing people that’ve smoked for 50 years, having a designated area would make sense to me,” he added.

Fahnbulleh, has said that rape remains a threat to gender equality, women’s empowerment, peace and security of Liberia.At a workshop held yesterday at the Ministry of Gender in Monrovia, Mr. Fahnbulleh explained that gender based violence is not only widespread in Liberia but also in all societies.“Stigma and a continuing reliance on solving issues with communities have all contributed to low reporting, and the resultant inadequate provision of care for survivors, or action against perpetrators,” he said.Mr. Fahnbulleh further explained that the GBV does not only lead to physical and mental trauma, but it often carries long-term social consequences for survivors.“Around 15 percent rate of divorce occurs and 25.8 percent of wives are abandoned,” he said.According to him, the collective advocacy by the media and partners have contributed to the Government of Liberia and partners working to establish preventive and response system for rape and other gender based violent cases.“In 2014, 1,394 GBV cases were recorded of which 74 were rape with the number of reported cases lower than previous years of 2012 that reported 2,493 cases,” he said.The decrease in the reported cases in 2014 was largely due to the outbreak of the Ebola Virus Disease, he noted, adding that rape is unfortunately accepted as part of gender relations.“This perception was made worse during the civil crisis, as SGBV was used repeatedly as a weapon of war against many Liberian women and girls, with the terrible violence they experienced up to now with them.“Child rape is the most prevalent form in Liberia and sometimes results in death,” he disclosed.Mr. Fahnbulleh explained that it is worth noting that these numbers do not represent the actual picture as entrenched cultural norms and community and family pressures prevent many cases from being reported.Major challenges in the fight against GBV, he said includes compromise of cases, refusal by parents or guardians to report cases, traditional justice system, and limited number of trained magistrates.According to him, effective mechanism to control rape includes the establishment of Sexual and Gender Based Violence Crimes Unit, Women and Children Protection Section, Criminal Court “E”, Mobile In Camera Trial Screen and the Gender Based Violence Unit of MOGSCP.He recommended that there must be a national conference, the objective of which is to review concerns, identify the gaps and challenges and dialogue with the community and identify solutions.Gender-Based Violence (GBV) is violence against a person on the basis of gender. It constitutes a breach of the fundamental rights to life, liberty, security, and dignity (self respect), equality (fairness) between women and men, non-discrimination and physical and mental integrity.
With barely 466 days to the holding of the 2017 elections, a prominent Liberian lawyer has cautioned his compatriots to guard against repeating history, highlighting Liberia’s infamous entry in the Guiness Book of Records for having had “the most fraudulent election in world history.”Cllr. Tiawan Saye Gongloe, a rights activist, said this kind of practice often leads to chaos and therefore, Liberians must avoid a repeat. He made the observation on Sunday when he spoke at a program marking Ricks Institute’s closing convocation where 47 students who completed the 12th grade were honored by the administration.Cllr. Gongloe spoke on the topic: “Keeping the Promise of Maintaining Peace in Liberia: An Obligation of All Liberians.”Gongloe recalled how Liberia’s fifth President Edward James Roye was brutally overthrown in 1871 for failure of the political establishment at the time to keep the promise of upholding the law, “because they were all driven by the greed for power.”He said President Roye attempted to illegally extend his term of administration, betraying the promise he made in his oath of office that he would uphold, defend and promote the Constitution and statutory laws of Liberia.“For so doing,” Gongloe said, “some politicians, some of who were lawmakers, opposed Roye and illegally removed him from office by issuing a manifesto along with the use of non-government armed militia. They, too, like President Roye, betrayed the promise of respecting the Constitution and statutory laws of Liberia.”“More disappointingly,” Gongloe told the gathering, “in 1927, President Charles Dunbar King manipulated the electoral process to illegally retain power. In the presidential election between King of the True Whig Party and Thomas J. R. Faulkner of the People’s Party, the result was a victory for King, who was re-elected for a third term after defeating Faulkner. “King obtained 243,000 votes, while Faulkner got 9,000 votes, when the total number of registered voters in that election was only 15,000. He, too, betrayed the promise of upholding the law and morally governing our country. He was a beneficiary of a corrupt electoral process introduced and managed by him,” the former Labor Minister said.According to him, the 1927 election is still recorded in the Guinness Book of Records as the most fraudulent election in world history. “The vote was referred to as ‘the most rigged ever,’ and also made it into the Guinness Book of Records as ‘the most fraudulent ever,” Cllr. Gongloe told the gathering. He said following the election, Faulkner accused members of the True Whig Party government of using slave labor at home and selling slaves to the Spanish colony of Fernando Po, as well as involving the Army in the process. Despite the government’s denials and a refusal to cooperate, the League of Nations established the “International Commission of Inquiry into the Existence of Slavery and Forced Labor in Liberia” under the chairmanship of British jurist Cuthbert Christy to determine the extent of the problem. American President Herbert Hoover briefly suspended relations to press Monrovia into compliance.King and his vice president were later forced to resign. Another example of a rigged election, according to Gongloe, was recorded in 1987 when the government under then military Junta leader Samuel K. Doe, who headed the self-established National Democratic Party of Liberia, rigged the election against the opposition, headed by Jackson Fiah Doe, who was supported by the Liberia Action Party. An ’emergency weather warning’ means people should not travel unless it is a realy emergency.A snow plough has broken down on the Mountain Road outside Carndonagh foricng the road to close.At least another 30 centimetres of snow if due to fall overnight with temperatures remaining at freezing giving little hope of a rapid thaw.Deputy Dinny McGinley says vast tracks of Donegal, especially in the south-west of the county from Ardara to Dunfanaghy, have been completed untreated. CEO of Letterkenny Chamber of Commerce, Toni Forrester, said she was furious how the National Roads Authority had turned its back on Donegal.“We do not blame the council because they do not have enough salt and have to prioritise the roads they treat.“Letterkenny is one of the main shopping hubs of the North West and the town’s Main Street is like a skating rink because of the lack of salt provided by the NRA.“The bottom line is that for everyone €1,000 a business makes, it gives €210 of that back to the Government in VAT. The Government has let Letterkenny businesses and all other businesses in the North West down. “There is a lot of anger among business owners and Christmas was their one last hope at what has been a tough trading year for many. But many feel they are now facing an uphill battle to make the end of the year a profitable one.“The Government and the NRA knew this snow was coming. It was forecast but they didn’t prepare themselves and now businesses are paying the consequences,” she said.Many parts of Donegal were covered in up to six inches of snow as gales created blizzard-like conditions in many places.But with the National Roads Authority limiting the supply of salt, many roads have simply not been treated.Donegal County Council, which has just 1,000 tonnes of salt left, has been forced to salt just 370 kms of its primary routes compared with the 1,200 kms it treated last week.Senior Roads engineer Vincent Lynn said they have had no option but to contain the amount of salt they are using.“We have about 1,000 tonnes left and we have had to divide the roads into priority routes. We simply have no choice.“We are told more salt will be arriving by the middle of next week. LAS VEGAS (AP) – Google Inc. is upping the ante in the online video gold rush, allowing content owners to set their own prices in a bid to create a more flexible alternative to Apple Computer Inc.’s pioneering iTunes store. Google’s planned video expansion, announced Friday at the Consumer Electronics Show, already has lined up commitments to sell thousands of downloads, including recent television broadcasts of popular CBS shows and professional basketball games, as well as vintage episodes from series that went off the air decades ago. A launch date for the expansion has not been released. “This is a historic meeting of established and new media,” Google co-founder Larry Page said during a keynote spech. Page drew a sellout crowd, a turnout usually only drawn by technology luminaries such as Microsoft Corp.’s Bill Gates, who has headlined the electronics show for 10 years. The video providers have the option of offering content on a download-to-own or download-to-rent basis. In a sign that content owners will likely pursue different approaches through Google Video, the National Basketball Association will sell broadcasts of its games one day after the event for $3.95. Meanwhile, public television staple Charlie Rose will post his interviews the day after a broadcast, allowing a free streaming for the first 24 hours then making it downloadable afterward for 99 cents each. Meanwhile, CBS is selling episodes of its popular “CSI” and “Survivor” series at the standard iTunes price of $1.99 per download. Although Google’s service allows content owners more pricing freedom, it isn’t necessarily as liberating for users. While all of videos downloaded through Apple can be transferred onto a portable player albeit only its own iPod for on-the-go viewing, that won’t be true at Google’s service. Google has developed its own copy protection technology that so far prevents content owners from moving their video downloads to a mobile playing device. In instances where the content provider adopts Google’s copy protection scheme, watching a video sold through Google will require users to be online so they can log on and view it via the company’s video player. CBS and the NBA are among the content owners adopting Google’s copy protections. However, if a content owner posts unrestricted video on Google, the user could move the video onto pretty much any portable device. Charlie Rose is among those offering unprotected video. In another distinction from iTunes, Google Video so far works only on Microsoft Corp.’s Windows-based PCs and not yet on Apple’s Macintosh computers. By relying on its own proprietary copy-protection technology, Google threatens to compound the frustration that some consumers feel when they buy songs from one online source like the iTunes store, only to discover the music can’t be played on an incompatible gadget such as Creative Technologies’ Zen player. Forrester Research analyst Josh Bernoff offered a possible explanation for Google’s decision: “It’s arrogance.” Page told a group of reporters after his speech that Google felt other copy protection schemes would not have worked as well as one made in-house. The Google Video Store, an expansion of a free-video service Google launched last year, marks the Web search engine leader’s first foray into a paid service. If Google’s Video proves popular, it could help the company lessen its dependence on Internet advertising, which accounted for virtually all of its estimated profit of $1.5 billion last year. Some industry analysts view Google’s lack of financial diversity as its Achilles’ heel. Hoping to build upon the popularity of its Internet-leading search engine, Google introduced its test version of its video service last June. Until Friday, it was almost exclusively a collection of home videos viewable for free through a live stream online. Despite its limitations, Google Video saw a 58 percent increase in traffic compared to the previous month, from 1.6 million to 2.6 million unique visitors, according to Nielsen/NetRatings. That accounted for about 3 percent of Google’s traffic in November. The company says it currently offers more than 3,000 music videos and 300 television shows for sale. Google’s flexible pricing model sets its service apart. Apple dictates all the pricing in its iTunes store, charging $1.99 for each video download and 99 cents for each song downloaded. The restrictions already have caused considerable consternation in the music recording industry and eventually could trigger a backlash on the video side. With Google’s marketplace, content suppliers can name their own price, from zero on up. The content owners who charge for video downloads must share 30 percent of the revenue with Google.
